It is clear from browsing around forums and popular blogs that there is a lot of confusion out there. A lot of advice has been fueled by how much commision the centres (including foreign cosmetic surgery centres in Korea) they are talking about offers without actually knowing whether the centre or the 'doctor' is legal or illegal. 

Thankfully, the Malaysian Government has come out with guidelines on aesthetic medical practice to address some of the confusion. It's clearly stated in the guidelines that major and invasive cosmetic surgery procedures (breast augmentation, major liposuction etc.) have to be performed by a qualified plastic surgeon in an operation theatre at a hospital or an ambulatory care centre.

12 things you should look into before considering plastic surgery in Malaysia

Cosmetic surgery procedures are on the rise globally and are also gaining local popularity nationwide in Malaysia. However, there have been reports of adverse outcomes including disfigurements and even death, arising from aesthetic procedures performed by incompetent medical and non-medical practitioners.
Although aesthetic medical practice has not been recognised as a medical specialty in Malaysia, it is scientific in its approach and practice. The scientific concepts underpinning aesthetic medical practice have resulted from work done and published in dermatology and plastic surgical literature, and is taught within the core curriculum of these two specialties.

Recent development in aesthetic medical practice has seen a growth in the number of general practitioners practising in this field. There is a lot of confusion as many types of doctors are involved in this space i.e. plastic surgeons, dermatologists, eye specialists, ear nose throat specialists, breast surgeons, gynecologists and general practitioners. Thankfully, the Malaysian Government has come out with guidelines on aesthetic medical practice to address most of the confusion.

Here are 12 things you should look into before considering cosmetic surgery:

1. Choosing the right doctor is by far the most important factor. Cosmetic surgical procedures bear risks and hence, it is crucial that you have your procedure performed by a qualified and malaysian registered plastic surgeon. Not all plastic surgeons may boast breast augmentation as their specialty; therefore, it is important you do your research beforehand. Which doctor is popular for doing a good job? Are you happy with their collection of before and after pictures?

2. In Malaysia, only doctors are allowed to carry out medical procedures. And all qualified doctors must register with the Malaysian Medical Council. You can verify if the person is really a doctor by visiting: http://mmc.gov.my/v1/index.php?option=com_wrapper&Itemid=50 and type in the real name of the doctor, if the name is not found the person is practising illegally in Malaysia.

3. No plastic surgeon can claim that he/she is the best plastic surgeon in Kuala Lumpur. There are no established clinical performance metrics to measure the competence of a particular plastic surgeon or cosmetic surgeon at the moment in Malaysia. Even there is such a performance measurement system; the performance of a particular surgeon does vary from patient to patient as well as from time to time. Further, a surgeon who is good in eye-lid surgery may not be as good in breast implant procedure.

4. With Google search, you will get a list of search results and the top ones and the right column are advertisements. The search results are ranked according to your search keywords, your location and other factors based on Google search algorithm. So, how do you shortlist the few? Call up the centers and make your enquiries. Filter out those that are not able to provide you with the right information. A poorly trained staff tends to be a reflection of the centre as well. Do understand that a plastic surgery procedure requires team effort and poor support is a risk factor to the surgical procedure. Next, you Google again the prospective plastic surgeon’s name and the centre; and add in the keywords ‘forum’ or ‘reviews’ to see what other people have to say about them. If you know a friend or relative who has an operation done before, make sure that you talk to him or her. However, make sure she is a trusted friend. Some centres or surgeons do offer commission scheme or ‘patient get patient’ referral scheme. Therefore, do not just rely on information provided by a single person. Do your research thoroughly. A surgery is a surgery. Mistakes do happen.



5. If you are considering surgery, it is important that you make sure your procedure is performed under the right settings. Most individuals seem to think that if a doctor is performing their procedure, their life is in safe hands. For this reason, many do not have a problem allowing a doctor to perform their surgery in beauty salons, and some even in hotel rooms and in their own home. Most of these individuals are left with disastrous outcomes from the procedure, which can include infection, disfigurement and even death. It's clearly stated in the malaysian guidelines that invasive procedures like breast implant procedures are major procedures and have to be performed by a qualified plastic surgeon in an operation theatre at a hospital or an ambulatory care centre. 6. You need to have a pre-op check up. This is another important factor that is often overlooked and disregarded by many patients. As they do not realise that surgery bears serious risks, many omit certain health information from their doctors, and even ‘cheat’ when told not to do something before surgery. Surgery is not a matter to be taken lightly, so it is important that the patient is in the best of health and abides by the pre-operation regulations (such as to avoid excessive alcohol consumption, smoking, and certain medications and supplements), if they are thinking of having surgery.

7. Aesthetic procedures can be classified into non-invasive, minimally invasive and invasive.
a. Non-invasive procedures are defined as external applications or treatment procedures that are carried out without creating a break in the skin or penetration of the integument. They target the outer layer of the skin only.

b. Minimally invasive procedures are treatment procedures that induce minimal damage to the skin at the point of entry of instruments.

c. Invasive procedures are defined as treatment procedures that penetrate or break the skin through either perforation or incision with the use of knife, diathermy, ablative lasers, radiofrequency, ultrasound, cannulae and needles.

8. All aesthetic procedures are not completely safe. Some of the complications commonly encountered include anaesthetic reactions, bleeding, infections, scarring, pigmentary changes (hypo- or hyper pigmentation) and even death. When a procedure has a potential for serious complications, it may be categorised as invasive even if it involves minimal damage to the skin.

9. General practitioners are only allowed to perform non-invasive and minimally invasive procedures. The non-invasive and minimally invasive aesthetic medical procedures are as listed below:

a. Non-invasive:

i. Superficial chemical peels
ii. Microdermabrasion
iii. Intense pulsed light

b. Minimally invasive:

i. Chemical peel (Medium depth)
ii. Botulinum toxin injection
iii. Filler injection - excluding silicone and fat
iv. Skin tightening procedures-up to upper dermis (radiofrequency, infrared,ultrasound and other devices)
v. Superficial sclerotherapy
vi. Lasers for treating skin pigmentation
vii. Lasers for treating benign skin lesions
viii. Lasers for skin rejuvenation (including non ablative)
ix. Lasers for hair removal

10. Medical Specialists e.g. dermatologists are allowed to perform non-invasive, minimally invasive procedures and some invasive procedures as listed below:

a. Non-Invasive

i. Chemical peel (superficial)
ii. Microdermabrasion
iii. Intense pulse light (IPL)

b. Minimally Invasive

i. Chemical peel (medium depth)
ii. Botulinum toxin injection
iii. Filler injection – excluding silicone and fat

vi. Lasers for skin rejuvenation (incuding fractional ablative)
vii. Lasers for hair removal (e.g long-pulsed Nd:YAG, Diode)
viii. Skin tightening procedure- radiofrequency, ultrasound, infrared up to upper dermis
c. Invasive

i. Laser for treating vascular lesions
ii. Chemical peels (Deep)
iii. Ablative skin resurfacing lasers
iv. Hair transplant
v. Phlebectomy
vi. Tumescent liposuction
11. Surgical Specialists e.g. plastic surgeons are allowed to perform non-invasive, minimally invasive procedures and invasive procedures. A surgical specialist need to perform aesthetic/cosmetic surgery in a clinic with Minor Surgery Room (MSR) or Operation Theatre (OT) at an “Ambulatory Care Centre” (ACC) or “Hospital”. Invasive procedures are as listed below:
a. Abdominoplasty
b. Blepharoplasty - Upper eyelid/Lower Eyelid
c. Breast Implant
d. Breast enhancement (other than implant )
e. Breast reduction
f. Brow lift
g. Fat grafting
h. Hair transplant
i. Implant - Face
j. Implant - Nose
k. Lasers, Ablative (including fractional & resurfacing)
m. Liposuction ( LA & < 1litre aspirate)
n. Liposuction ( GA / >1 litre)
o. Rhinoplasty
p. Rhytidectomy
q. Facelift
r. Mini Lift
s. Thread lift
t. Phlebectomy
12. The final important step to help you achieve the best results for your augmentation is to plan your procedure well. Do your research, and never be afraid to ask your plastic surgeon any questions you may have. If possible, try to find and speak to other patients that have had the procedure. A personal insight can be very helpful. Ask your plastic surgeon if they can suggest patients to speak to, or search the Internet for websites or blogs that can help.

Conclusion

At the end of the day, it is important to remember that things can still go wrong no matter how much planning and how many safety precautions are taken (due to unforeseen circumstances). Therefore, while you try to take every care to ensure the best and safest results for your procedure, do also monitor what you are feeling or experiencing after your surgery – if you feel that something is not right, do not hesitate to see your surgeon or go to a hospital. If you are supposed to go back for a follow up, please do so accordingly.

When Apple announced the iPhone 6 and 6+, one of the more interesting features added to the new devices was the ability to capture video at 240fps when shooting at 720 resolution.

An advertisement which featured a woman's boobs on the side of a van has caused over 500 road accidents in just one day

The ads placed on the side of 30 trucks showed a woman cupping her breasts in her hands with the nipples just out of sight thanks to a thin blue strip.

Across the strip it read: "They Attract".

But as the vans trundled around the streets, they left a trail of carnage in their wake with 517 accidents being reported.

As police started to get complaints from irate drivers they sent out patrols on a mission to ban the boob from the Moscow roads.

Motorist Ildar Yuriev, 35, said: "I was on my way to a business meeting when I saw this truck with a huge photo of breasts on its side go by.

"Then I was hit by the car behind who said he had been distracted by the truck.

"It made me late and left my car in the garage and although I am insured I am still out of pocket."

A spokesman for the Sarafan Advertising Agency that organised the promotion said: "We are planning to bring a new advertising format onto the market, encouraging companies to place their ads on the sides of trucks, as we thought this would be a good alternative to putting them on the sides of public transport.

"We wanted to draw attention to this new format with this campaign.

"In all cases of accidents, the car owners will receive compensation costs from us that aren’t covered by their insurance."

It all started innocently enough. 

I had an ongoing eye twitch related to a medical condition. We tried everything to fix it.
“Surely there’s a pill I can take for this?” I demanded with frustration to the eye specialist.

“Well, we can try Botox in your eyelid,” she replied without hesitation, before proceeding to tell me it was perfectly safe and this was, after all, Botox’s original intended use: “to paralyse muscles that spasm”.

I started grinning widely and irrationally, which was a strange response for someone who had thus far eschewed Botox, fillers and everything, really (the most I’d ever had was the occasional old-school facial).

But here was a serious doctor; a thoroughly practical, sensible, trustworthy woman telling me that Botox was safe.

So I tried it. And it was no big deal. It didn’t even really hurt. It opened the floodgates.

I began discussing Botox with everyone around me – friends, colleagues and family.

It seemed many of them were also considering it, or had used it.

“Oh, my GP just does it for me every three months,” said a mum friend from school, casually.

“I don’t tell my husband, though.” Another friend in her mid-forties with two children admitted, “I’m not sure why I’m holding out. I’m thinking about it. I just don’t want to look fake.”

A teacher I knew in her late forties saved religiously so she could have Botox every four months.

“I’d rather do it than spend the money on a new dress,” she reasoned.

Some, on the other hand, were dead against.

“I resent that I have to conform to someone else’s idea of ageing,” railed a colleague.

“I’m the only one of my friends who doesn’t have Botox.

My friend even pushed a doctor’s card across the table at me, but I just think, ‘No!’” I pondered my own resistance to Botox.

I’d always prided myself on being ‘natural’ and not being one of ‘those women’ – you know the type: puffy, over-filled, wonky, weird.

Yet it was all a question of degree; I happily coloured my hair regularly, packed on the fake tan, applied false lashes and make-up each day.

I was also in my forties, and felt a little worn out after years of interrupted sleep and juggling work with family.

And for the first time I felt I looked it. I wanted to look good. It seemed extreme to inject myself with a needle to look better.

Then again, maybe I was vain and didn’t really care anymore. Not to mention I was a diminishing breed.

My colleagues were doing it, and many looked subtly great.

“I’m just sick of people telling me I look tired all the time,” said my fortysomething boss.

“And I wanted to look refreshed.” Another journalist friend in the same age group told me she’d been using injectables and having various other treatments for about 10 years.

“Oh, darling, I was exactly the same as you – I was never going to change my face.

But once your chin starts sagging and your eyes are drooping… well, I got myself into that chair so fast and told them to back the truck up!” I decide to take the plunge and ask around for recommendations (targeting fans of subtlety), then find myself in a back room of Face Today Mediclinic in Chatswood, in Sydney’s north, holding a friend’s hand and sucking back on happy gas.

I am nervous.

Nicole Belle, the clinic’s founder and a 17-year veteran ‘facial artist’ is not.

“The worst thing you can have is a non-artistic injector,” she says.

“You have to understand the muscles of the face, and less is more. You don’t want a forehead like a plasma screen; you may as well get a tattoo saying you’ve done it.

“By the way, I really love your skull,” she raves.

Then she asks me what I don’t like.

I explain I’m happy with my face but just want to soften my crow’s-feet, not eliminate them.

I ask for the minimum amount, or the smallest dose.

It’s not really painful and I find the session interesting and in-depth, then return to work.

Nobody notices (although I get a few generic compliments).

But I do. And I like it. No, I love it. I still have crow’s-feet, but they are diminished.

Like I’ve gained back a few years and had a good night’s sleep.

There was no swelling or bruising, only a slight feeling of heaviness.

I tell my husband; he’s worried.

“I don’t want you to get addicted. I don’t like it.”

Botox can take up to two weeks to settle.

By the time I go back for my second consult to reassess, I’m feeling overly confident (in hindsight, this is my mistake).

Belle is pleased, and asks if I want the bump on my crooked nose (an old injury) straightened using Botox (she does non-surgical rhinoplasties – who knew?) and my gummy, crooked smile corrected with a tiny hit of the stuff above my lip.

And the scar on the left side of my face filled in while we’re at it.

I’ve drunk the Kool-Aid, so I say yes.

“This is my inner ugly duckling wanting to make everyone feel beautiful,” she explains as she works on me.

“I was teased so terribly about my nose and my looks, and I just feel that no one should have to endure that.”

Her walls are filled with success stories: palsy and paralysis sufferers with lopsided faces come good, ruined noses corrected, deformities fixed.

She agrees Botox has become more acceptable.

“It’s a graduation in the grooming process. It used to be a big deal to wax or colour your hair, then everyone started getting manicures and complicated facials.

“Botox was definitely a secret, there was a lot of judgement and that comes from bad work or having too much.”

She goes on to tell me the difference between Botox for men (‘Boytox’) and women.

“Men suit a T-shape brow, women suit a Y shape – that’s where Shane Warne’s gone wrong; someone’s given him a female brow.

“I called the TV network to let them know…” she shrugs.

But this time the session is longer and more painful.

For the next few hours afterwards my lips feel like they are growing by the second.

My nose feels bulbous and sore. It’s confronting; I feel like my face has changed, and I am unhappy. I panic.

I’ve crossed a threshold that I shouldn’t have.

And even though no one can really tell, and I go back to work, I notice.

That night I call a friend, who reassures me it’s only temporary.

I grapple with guilt, feeling ashamed and worried.

Thankfully, after the weekend, the slight swelling completely subsides and my face is fabulous.

I’m relieved and I feel happy.

There are those who aren’t on the bandwagon.

New father, fashion designer and long-time Botox advocate Tom Ford for one: “I’ve decided to age,” he proclaimed recently, adding: “Since we had [son] Jack, I haven’t had a Botox injection or a filler.

I haven’t had time.”

Celebrities – from actors Emma Thompson to Gwyneth Paltrow – aren’t fans, either.

“I won’t do Botox again, because I looked crazy,” Paltrow, 42, has said.

Thompson, 55, calls it “crazy”, too.

There are also chatrooms filled with people discussing adverse results.

It is not without risk, which is why a doctor must prescribe it.

Scientist Richard Parker, from Rationale skin care, is cautious about Botox, saying the key lies between education and expectations.

“Women who are looking to erase deep lines and wrinkles around the eyes and forehead will be disappointed with creams, while those seeking a natural appearance will not be pleased with Botox.”

He adds: “Before women think about doing anything, they need to get their skin in top condition.

“I have seen so many women fix their skin – which makes them look a lot more like their younger self – then stop before they go down the injectables route.

“Conversely, I’ve seen plastic-surgery junkies have Botox and filler but not address their sun-damaged skin, and they just look hard. And not in an attractive way!”

He concedes Botox “works for dynamic (movement-based) wrinkles, and it’s safe. All of this is scientifically indisputable. ‘Natural nuts’ denounce it as the devil but remain alarmingly ignorant of the facts.”

GP and TV commentator Dr Ginni Mansberg agrees that Botox is “super, super-safe”.

“It’s pain-free, successful and has a long heritage in being used to treat cerebral palsy in children, let alone adults. It temporarily paralyses the nerve so muscles can’t contract.

“It’s a natural substance and it passes naturally after three months.

“There is no way it can stay permanently.”

According to Mansberg, the big risk is not Botox itself, but who is injecting it.

“You hit a wrong nerve, and you get a droopy eyelid, which does eventually go away as the Botox wears off. The other issue is when people use too much.

“It’s an unregulated area – there are no [legal] requirements other than a doctor must be on site.

“That said, there are some nurses who are far more practised and experienced at injecting than many doctors are.

“[For example, nurses like Belle can actually train physicians.] If you’re worried, stick to a dermatologist or a plastic surgeon.

“Really, though, you’re far more likely to get an injury from laser hair-removal or eyelash tints than Botox.”

She also agrees anecdotally it is becoming far more acceptable and common.

“It’s getting rarer for women in their forties not to have considered Botox, which is interesting given the cost.” (Prices are dependent on the number of units an individual needs, with an average eye treatment starting at $300.) “And the courses for injectables are full – the job demand for someone experienced in injectables is really high.” Mansberg hasn’t used Botox but “only because I haven’t gotten around to it!” she laughs.

“I’m 46 and I’d consider it. I have no drama with doing it. I don’t think it’s a bad thing.

“Why should women be pilloried for wanting to look the best they can?”

For me, the bottom line is: be careful, do your research, go to an expert and do it sparingly (stick to your guns about this).

The cheapest price does not mean the best results.

And don’t ever take in a picture of another person’s eyes or nose and try to make it fit your face – you’ll be disappointed if you try to look like someone else.

I really like my results. I still eat well, exercise and try to get sleep but, yes, I want to halt my ageing a little, just not to the extent where I don’t look like myself.

I still have wrinkles and I can still move my face as I always have.

And while I’m cautious, I feel sure I will do it again.

As Belle tells me, “Something happens to your heart and soul when you look in the mirror and feel fresh.” Amen.

A woman who says her Chicago plastic surgeon posted before and after photos of her facial reconstruction surgery on his website without her consent, labeling them “cocaine nose,” filed a lawsuit Tuesday in Cook County circuit court.

Sabrina Kropp says Dr. Robert Walton took the photographs of her face in 2004, with the understanding that the images would be securely maintained in her medical record, according to the lawsuit. 08 Aug 2009 - Price wise, Esadsa costs the most - 6k for the implant, Imperial and George both range around 3.5k plus. Guidelines for Beauty Industry | Malaysia
The Guidelines are prepared to provide advice to beauty therapists on their professional behaviour and good practices that should be maintained at all time. It is also intended to ensure that the public are protected from improper practices which may be hazardous to their health and wellbeing.

1. OBJECTIVES

1.1 The objectives of this guidelines are as follows :

i. To increase professionalism and to prevent the occurrence of unwanted incident within the beauty services;

ii. To encourage the practitioners to adhere to good practices when providing services or when administering treatments; and

iii. To enhance consumer protection against improper practices in the beauty industry.

2. DEFINITION OF BEAUTY INDUSTRY

2.1 This guidelines is applicable to the beauty industry. The beauty industry refers to trades which provide services as follows :

Any procedure which is intended to maintain, or enhance a person’s external physical appearance or to produce a greater feeling of well-being including facial or body treatments, application of cosmetics, manicure or pedicure, application, or mending, of artificial nails, epilation including electrolysis, hot or cold wax.

2.2 The practitioners in this industry include beauticians, aestheticians,  beauty consultants, aesthetic therapists, spa therapists, complementary therapists, masseurs, make-up artists and nail technicians.

3. GENERAL PROHIBITION FOR BEAUTY PRACTITIONERS

3.1 A beauty therapist should confine his/her practices to the services set out in Paragraph 2.1. In addition, the practitioner shall not:

i. Operate or give manipulative treatment for any condition requiring the use of a general or local anesthetic by injection even within the fields mentioned in paragraph 2.1;

ii. Treat any person who to his/her knowledge is at the time under the care of a medical practitioner for a condition likely to be affected by his/her treatment without the knowledge and consent of that practitioner;

iii. Make misleading or deceptive claims about their services, advertise products or services with false endorsements, claim benefits that they do not have, make false representations about the standard, quality or value of the service offered;

iv. Engage the services of medical practitioners to carry out prohibited services as mentioned in 4.1 in their beauty premises; and

v. Allow or rent out their beauty premises to carry out any of the mentioned manipulative treatments even by medical practitioners.

4. SERVICES TO BE PROVIDED WITH CAUTION AT BEAUTY PREMISES

4.1 Practitioners in the beauty industry to exercise caution when providing the following services:

i. Intense Pulsed Light ( IPL )
The use of any IPL machine is not encouraged unless the practitioners have received adequate training to use such machines correctly and in a safe manner.

ii. Laser treatment
Laser Treatment machines should only be used by practitioners who have received adequate training and are able to use such machines correctly and in a safe manner.

iii. Acupuncture
Acupuncture treatment shall be administered in accordance to the relevant legislation.

iv. Piercing
Beauty Therapist should refrain from providing such services in the beauty salon premise.

v. Slimming treatment
Slimming treatment involving the use of sonography, cavitation, hot and cold treatment and coolant (chemical) machine should be administered with care and by practitioners who have received adequate training.

vi. Ultra-sonic devices
The use of ultra-sonic devices must be used with caution and the practitioners should have received adequate training to use such devices correctly and in a safe manner.

5. PROHIBITED SERVICES AT BEAUTY PREMISES

5.1 The following services are prohibited at beauty premises :

i. Removal of moles and warts - No practitioners remove moles or warts by using chemical or by using diathermy or other electrical or mechanical means;

ii. Chemical peels exceeding 15% , and lower than pH 2*

iii. All types of injection
All types of injectable treatments that works by relaxing the facial muscle to get rid of lines and wrinkles, the use of fillers for volume enhancement and chelating therapy using intravenous Vitamin C or other chelating agent for skin whitening.

iv. Implantation to the body
The implantation of a device placed under the human skin for decorative or modification purposes. The treatments may be sub-dermal or trans-dermal.

v. Derma-roller
The use of derma-roller for deep acne scar treatment and skin rejuvenation which penetrates the skin and create lots of tiny wounds.

vi. Liposuction
The treatment that involves the removal of fat deposits from the body using a cannula.

vii. Injection/Fat Graft
A medical procedure using the technique of moving fat from one area of the body to another to improve contour, correct defects or enhance features.

 viii. Eyelid surgery (Blepharoplasty)
A surgical modification of the eyelid. Excess skin and fat are removed or repositioned, and surrounding tissue may be reinforced.

 ix. Hair transplant
A surgical technique that involves harvesting hair follicles from one part of the body (the donor site) and transplanted to bald or balding parts (the recipient site).

 x. Incision and suturing of skin - Making a cut to the skin and joining the tissue using needle and thread.

 xi. Sinus treatment which involves penetration into the nose using product or instrument.

 xii. Any form of blood-letting or blood-withdrawal treatment - for cosmetic or any other purposes.

 xiii. Cosmetic Dentistry - Any dental work that improves the appearance of a person’s teeth, gums and/or bite.

 xiv. All treatments that induces abrasion causing damage to the skin.

xv. Slimming treatment involving the consumption of prescribed drugs.

6. BEAUTY THERAPIST

6.1 All beauty therapists are encouraged to acquire the necessary
trainings and qualifications which commensurate with the services they provide.

6.2 All beauty therapists shall maintain good personal hygiene and stay healthy at all time.

6.3 All beauty therapists should have good interpersonal skills

7. CODE OF ETHICS

7.1 All beauty therapists shall abide by the Code of Ethics and good
practices as follows:

i. Uphold the high professional standards of the industry;

ii. Conduct themselves in conformity with good character and professional decorum;

iii. Obtain consent from clients prior to treatment;

iv. Obtain consent from clients before taking pre and post photography as evidence of effectiveness of treatments. No picture of clients may be used for advertising or publicity purposes unless the prior consent of clients is obtained;

v. Respect the right and privacy of customers and safeguard customers’ information within the limit of the law;

vi. Shall not engage in activities which are illegal or immoral. They must not work in, or be associated with establishments which offer services which are illegal or immoral;

vii. Refrain from condemning, degrading or criticizing the work of fellow practitioners;

 viii. Be knowledgeable and be able to give right and sufficient information, advice and recommendations about the products and the services that are offered to the clients consistent with good industry practices. This includes furnishing any information on the possible side effects of the products or treatments, if any;

ix. Shall not undertake treatments which are beyond the scope of their professional education, training and experience;

x. All beauty therapists should, as far as possible, enquire any medical history before treating a client for the first time to ensure the client is under the care of a medical practitioner or not;

xi. In the event of unwanted incident occured, beauty therapists must be able to identify quickly and refer such cases that need medical attention;

xii. Act honorably towards their clients by informing and publishing a transparent pricing or charges list prior to the treatment and avoid any false claim that can mislead the clients; and

xiii. Refrain from participating in aggressive or pressured products or services promotion which will lead to disturbance and harassment to the clients

8. BEAUTY PREMISES

8.1 Each beauty therapists has the responsibility for maintaining a safe, clean, well maintained and healthy premise at all time by following environmental, safety, and health rules and practices.

8.2 All beauty premises should have adequate and suitable structural items and facilities for services offered.

8.3 All beauty premises shall obtain the necessary licenses required by any respective regulatory bodies.

8.4 All relevant licenses shall be displayed and be visible to the public.

The Health Ministry unveiled a raft of measures drafted in response to a growing number of complaints over botched jobs and exorbitant billing, many of them filed by Chinese women who travel specifically to South Korea for cosmetic procedures.

A 50-year-old Chinese woman was left in a coma late last month after undergoing a procedure at a plastic surgery clinic in the up-market Seoul district of Gangnam.

"Market-disturbing activities involving illegal brokers and inflated fees, as well as disputes over malpractice, are sparking complaints from foreign patients," the ministry said in a statement.
"This package of measures is aimed at sustaining international trust in the country's plastic surgery market," it said.

The number of foreigners travelling to South Korea for medical treatment has been increasing by an average 37 percent a year since 2009 and totalled more than 210,000 in 2013.

Many of those came for cosmetic treatment, ranging from relatively straightforward procedures like unwanted hair removal and double-eyelid surgery, to highly invasive jaw surgery.

South Korea, and particularly Seoul, has an international reputation for plastic surgery, and adverts featuring famous surgeons and giant before-and-after photos are omnipresent -- on street billboards, subway trains, bus stops and the backs of bus seats.

China's growing middle class is a vast potential market, and many Korean clinics have Chinese-language websites.

According to the health ministry, more than 25,400 Chinese came for cosmetic treatment in 2013, an increase of 70 percent from the previous year, with each one spending an average of $3,150.

In order to prevent price-gouging and ensure standards are maintained, the new measures unveiled Friday require any medical facility treating foreign patients -- and any brokers they use to attract clients -- to register with the ministry.

Failure to do so carries a maximum three-year jail sentence and a hefty fine.

The ministry said it would offer cash rewards to people who help identify and convict unauthorised brokers, who often charge outrageous fees for their services.

A new online rating system will be introduced to evaluate medical service providers, and potential medical tourists will be able to research the results on an official website (www.medicalkorea.or.kr).
Operating fees, the possibility of side-effects and details for the settlement of post-surgery disputes must all be provided and agreed on before any procedure.

The government will also set up a dedicated agency to provide foreigners with information on medical facilities and assist with legal advice.

But Bruce Jenner showed off his masculine side as he hopped on his motorcycle for a thrilling ride through Los Angeles on Sunday.

It has been reported that the 65-year-old recently underwent breast enhancement surgery, but the Keeping Up With The Kardashians star kept any hint of such a procedure well-hidden as he donned protective, heavy-duty clothing for his ride.

While the rest of the Kardashian and Jenner family went to mass on Easter Sunday, the Olympian sped through the streets on his Harley-Davidson.

He kept safe with a helmet over his face, and further protected his eyes with a pair of rose-tinted sunglasses on underneath the visor.

His long hair, which he has grown out in recent months, was also tied up and obscured from view under the headgear.

Bruce also wore a pair of classic jeans and a thick black jacket, and riding gloves, covering up pretty much every inch of his skin for his trip.
